Daniels Among Candidates Filing to Run for Troy City Council

Former Mayor Janice Daniels is one of 11 candidates who are expected to pursue three spots on the city council.

Janice Daniels, who was elected Troy Mayor in 2011 and recalled from office less than one year later, submitted petitions on Tuesday to run for City Council in the Nov. 5 election.

Daniels was the center of controversy for nearly all of her short term in office after remarks she made as a private citizen on Facebook containing an anti-gay slur went viral in Dec. 2011.

City council meetings remained vitriolic for months afterwards, when Daniels voted against plans for the Troy Transit Center, argued with former council member and award recipient Mary Kerwin, and wrote a lengthy position paper some viewed as personally attacking city employees. Daniels was removed from office in Nov. 2012 by a 52-48 percent vote. 

Daniels is among a group of 11 who are expected to pursue three spots on the council, each with a four-year term. Candidates have until Friday to withdraw from the ballot.

Other candidates include: incumbent council members Ed Pennington and Mayor Pro Tem Wade Fleming, Olimpiu Apahidean, Steve Gottlieb, Ellen Hodorek, Thomas Kuhn, Rodger Walters, Scott Welborn, Jim Werpetinski, and Neil Yashinsky.

Council member Maureen McGinnis has stated her intention not to pursue a second term in the November election.

Daniels could not be reached for comment.

Media circus around Ms. Daniels has already begun with this article and this sound bite from Fox 2 news. While she has had her share of negative press she also gets the advantage of pre-canddiate forum free publicity. "I'm focusing on lowering taxes, increasing government accountability and reducing regulatory laws that are restricting all of our personal freedoms," she said. (from Fox 2 news) Daniels had her shot at lowering our taxes. What I saw was her voting no when everyone else on council voted to pass a minimal refuse tax increase (alternative would have been to have each homeowner contract out their own, which would have cost a whole lot more). I saw her being in favor of a resolution to open the library 7 days a week which would have necessitated taking from the general fund or risking exhausting the 5 year library millage. In short, I didn't see consistent sense in her fiscal reasoning. Her second point is "increasing government accountability". We have that already with the open checkbook online, the annual fiscal reports, the public council meetings and budget study sessions plus ample public comment time at council meetings. Her third point "reducing regulatory laws that are restricting all of our personal freedoms" I find most curious. What Troy laws does she have in mind? Only one I can think of is the no cell phone while driving law, which I like. I'm going to be concentrating on the other candidates who will hopefully be addressing Troy specific issues. I'll be looking for people who have the judgement to weigh in on difficult issues which often pit residents vs business expansion (one example hookah lounges). These council seats are not about national or social issues, and they should not be a power trip either.

Dave W, . . . . with your logic, the council members who voted for the distracted driving law should be completely transparent to their driving record and habits since they were 16 years old. They should open their driving records to the public. That law was about the social commentary of distracted drivers and the city's answer to the social problem. ALL laws deal with social commentary and thus all laws need complete disclosure of everyone's past to make sure of whatever you desire. It's nonsense what you suggest and your demand is designed to ruin reputations. That is not honorable. Either Daniel's marriage program will work or the program will not work. Either it is good policy or bad policy. In fact, a person with divorce experience might be able to understand the reason for the law and give good thoughts as to why it is a good thing to do. If she can convince others, then fine. If not, then fine. Also, a council person has every right to not ask questions and vote. I cannot believe that you value a council person's question count over their voting record. I am sure there is a quiet council member who will get your re-elect vote if you agree with that person. Everything else is noise to sully her character and not to argue the important questions. President John Quincy Adams used to pretend to fall asleep in the legislature. By your standard, he might not be fit for Troy Council because he was not engaged enough for you. Perhaps you judge people the wrong way. Making sure a council member cares about budgets is a good criterion. Making sure they know math is a good criterion. Making sure they are nice is a good criterion. Making sure you know their personal recycling habits because a recycling vote is coming up is not a good criterion! Again, all you want to do is stifle debate and ruin reputations. Good luck to you.

Well said, John Mayernik. Agree completely with your comments. Like you, I’m disappointed in the psychoanalysis and continued personal attacks on Janice Daniels from people who do not know her and have never even met her. Purely for political reasons, although she did exceed her mayoral job description with her good-hearted concern for people’s welfare, as John David points out. I think she’s learned her lesson on that score, so it shouldn’t be an issue if she is elected to council. She won’t have the mayor’s gavel anyway. There’s nothing subversive about the Tea Party, by the way. It’s a grass-roots political group whose main focus is balancing the budget and not passing a mountain of debt on to our kids and grandkids. Troy liberals don’t advertise their big-government spending tendencies, nor their Democratic Party credentials. Glad Daniels and ten others are willing to face the flamethrowers from both sides of the aisle (mostly from the left).

Ellen Hodorek would be a breath of fresh air if elected. Others on the left could learn from her positive attitude. Sorry to lose Maureen McGinnis on council. Did not agree with all of her policies but she listened to and communicated with everyone. She’ll make a good judge if elected. Wonder if Troy’s corrosive political atmosphere factored into the decisions of Faris Alami and David Elsas decision not to run. Both had good, solid, creative ideas as mayoral candidates. So did Scott Welborn. Glad he’s running. Want to learn more about the other candidates.

Dale, I agree, I would like to see Ellen Hodorek on council. And also, I agree that it is too bad David Elsas and Faris Alami aren't running. As @Jonh Mayernik said above we look for candidates who "share our values" and I have the sense that that is true of these three for me. I like incumbent Ed Pennington's pragmatic, calm demanor. I also liked that Jim Werpetinski attended all the budget study meetings that I saw, and loved his impassioned plea to the council to support the Historical Museum and Nature Center, what a wake-up call...that is the bottom line of who you want on council, IMO, people who really care about this city and want to put in the time to serve it, and for no ulterior motive.

John Maynerik, asking our public officials to be open and transparent on issues they are voting on, or policies they are proposing, is not "designed to ruin reputations", but rather to give the public some insight into that official's experience with the issue. As you said, Daniels "might be able to understand the reason for the law and give good thoughts as to why it is a good thing to do." Couldn't agree more, but she would most likely need to provide personal experience to do that. We don't need to know many of the granular details, but it would be nice to know if she had been divorced. (For this particular example, I think it's outrageous she would suggest such a policy, her being such a staunch supporter of "small government", but it would be up for the public to debate.) In terms of how I judge a council person's performance, it's not a matter of how many questions they ask or their voting record alone. I look at their approach to the issue, the facts they present, their basic argument, and their final vote. If she had found all of that "wasteful spending" that she was claiming for years and suggested some cost savings, it would be another matter. It was pretty apparent that she was not that familiar with the city budget or with how the city functions, so yes, I would have expected her to ask questions of the city management, especially since she was in a position to officially challenge them, as she had done unofficially from the podium for years. I actually thought she'd be full of questions about spending and funding, but she was strangely quiet. If she had fallen asleep during the budget session, you're correct, I (personally) don't think she'd be fit to vote on it. What that would tell me is that she made up her mind about her vote regardless of what was put before her. At least we agree that interest in the budget and basic math skills are requirements. This election ought to be about the other 10 candidates. Janice Daniels has been discussed and debated to the point of exhaustion and ultimately she was dismissed. If the focus remains on debating her tenure as Mayor, then she will ultimately be elected because no one will know much about the other candidates. My plan is to heavily research the other 10 candidates and choose the 3 that have the city's best interests in mind. Once I have determined that, I am going to vigorously promote those candidates so that THEIR NAMES are what people are thinking about when they go to vote. Daniels is going to get plenty of votes from people who will blindly vote for her Tea Party connections. If people don't get the word out about the other candidates, then I fear pure name recognition will allow Daniels to sneak onto Council. And the best approach to dealing with Marv is to just ignore him. Sadly, he is not well.

I believe that Pennington has done a great job on Council since he was appointed. His views appear to be what I would categorize as "Conservative but Not Crazy". I also think that Ellen Hodorek would be a FANTASTIC addition to the council. She is passionate about the city and has the right attitude to work professionally and cooperatively with the rest of the council to move our city forward. Those two should be shoo-ins for the Council. I have got to do some research on the other 7 REAL candidates to determine who will get my third vote.

Till during the Trail, Mayoor Shillings< my neighor, growing up> vs Marvin Reinhardt per over a bogus PPO Mayor Shillings, were comforming their complaint, explaining motion motions, presenting exhibits, telling Judge Mester, their story-s, with me defending with written bachground vs these bogus used of Troy's tax bucket being used for Mayor Schilling's defence.<ywo marked police cars, one unmarked police car, 4 unifromed police, uncovered, i counted one, not counting, then CM Slater,< all his testimony, from that trail was deleted>, my companion<also, repoerted in the news paper> the reporter,who put the FOIA, in and had 1st hand knowlegde , < which has lost her job, at that newspaper>both talked about how tricky CM Slater<to me, normal Troy Stuff, each in troy uses Tricks, the as a Police, declare-ing "No Crime"< Troy's "Blue Line", activity-s<no big news to me,other that others were watching ,too>, I never ever said whom took, thats missing $40k, Just it's a shame,a great solid person,in Troy as Dane Slater always,brings someone, in the crowd, asking about that missing $40K< so.once again, $1k reward, is my small way,in helping solve-ing, one of Troy- Unsolved Mysteries

cookiepro2, in your post of yesterday, Aug. 13 at 5:14 you really hit the target on Daniels before she was recalled and her peculiar votes. I had read her comment on Fox 2 as well: "I'm focusing on lowering taxes, increasing government accountability and reducing regulatory laws that are restricting all of our personal freedoms," and agree she is late on government accountability. I don't know what personal freedoms that the city of Troy is restricting that need elimination, so she needs to say what they are. Why focus on personal freedoms and not working with the city and the rest of the council to bring more business and jobs to Troy, and attract young professionals as workers and residents? But I suspect the tax reduction she would aim for, since there are really no remaining targets, is the library millage. This is a four year term and the current separate millage expires during that time. When she was mayor the "conservatives" did not find money in the budget to fund a seventh day for the library, much less what she claimed were funds hidden that could cover the entire library budget. This year the council still found no funds for the library or a seventh day. The library millage is the only real target that she can aim for of any amount. But like you said, she should be ignored and the other candidates, like Pennington, and even Fleming, should be voted for. Any candidate should be clear on what they want to do about the library and making sure it is funded, including what they would do about a vote for a millage renewal. That is an important issue that will be addressed during the terms of these three council seats.

I got 45 years, of croniness screwings of Troy,as an endless piggy bank for some, the safe guards vs these types of actions were removed sometime between 1970-75ism,time I was in The military. Troy's surplus,reserves, are slowing beening asked for, those suppose indenpent 501,3c's<audited types> to one 504 type,<audited type>. Also need a polar opposite, on all committees, Janice will make Troy Budget more transparent-c<troy vs ?? in court now, defending that City of troy doesn't have to show, the budget, or any outside Cpa firm could, with the expenses paidm by the one/s asking for a second audit, to city the city's attempt, to make a budget, example, groups asks for $3.5 milion to build path to a to b.. to after report, showing expenses for $3.5 million.

What we need to look for in a council candidate . Are problem solvers ? Do the look into the future in problem solving ? Do they have the ability to comprise for the betterment of the community ? Do they understand that idealogy can ruin the governing process if it is their operating principle ? We have such a council now (at least the majority is ) lets put the only candidate that does this Ellen E to replace Maureen . We really do need anymore embarassment with Janice Daniels and her behavior that makes Troy look bad .

Marv Rein , The fact that someone has a home some place else does not mean they do not live in Troy . I own a home in another part of Michigan . I often go overseas for several months . Iam still legally a resident of Troy ansd always vote in Troy elections. If Mayor Slater meets the legal definition of a resident he can be mayor of Troy . You need to get a life and get off of these false issues .
