The Human Resources Department, located in the Troy City Hall, is responsible for overseeing labor relation services for the city. Functions of the department include recruiting, developing and maintaining the city's workforce.

The department sets city employee rules, policies and procedures, adminsters employee education and development programs, evaluates employee performance and maintains employee handbooks and collective bargaining agreements. It is also responsible for bargaining and contract administration for city employees represented by the American Federation of State, County and Municipal Employees, the Michigan Association of Police, the Troy Fire Staff Officers Association, the Troy Command Officers Association and the Troy Police Officers Assocation.
