The half-built, $6 million project could be in jeopardy following the ruling in favor of Grand/Sakwa Properties.
The Michigan Court of Appeals ruled in favor of a developer who claims that the city of Troy does not own the land where its regional transit center is currently being built. Real estate developers Grand/Sakwa Properties originally donated the 77 acres, south of Maple and Coolidge roads in Troy, back in 2000, with an agreement to get the transit center funded within 10 years. The court ruled that the Troy City Council's approved plan to fund the center, contentiously agreed upon in January 2012, was too late to meet the June 2, 2010 deadline. The requirement of building a 60-foot crash wall at the Troy Transit Center has pushed the estimated date of completion for the project back one month, according to city officials. In a progress report to the City Council presented at Monday night's meeting, City Manager Brian Kischnick said that following a brief delay in construction last month, the new estimated date of completion is Aug. 5. According to Kischnick, some work items were rescheduled as the City Council considered design plans for the crash wall, which were approved earlier this month. The following information was provided by the City of Troy. After nearly a decade of planning, the City of Troy will break ground at 10:30 a.m. Tuesday on the Troy Multi-Modal Transit Facility. The City of Troy received a federal grant for the construction of the transit center through the American Recovery and Reinvestment Act (ARRA), High-Speed Intercity Passenger Rail (HSIPR) Program and Federal Rail Administration (FRA). The project is fully funded with federal funds; no City funding is required for the construction of the project. Troy City Council members debated the name of the Troy Birmingham Transit Center Monday evening after an update on operations funding from Troy Chamber of Commerce President Michele Hodges. The name change—from the Troy Transit Center to the Troy Birmingham Transit Center—was made for a number of reasons, Hodges said. "It sets the stage for the future," Hodges said, adding that the transit center's proximity to Birmingham makes the transit center a destination for people visiting both cities. A group has formed to recall Troy Mayor Janice Daniels, who first came under fire in December for her anti-gay Facebook comment and has since remained the center of controversy after voting against the Troy Transit Center (a scaled-down version was later approved), telling the Troy High School Gay-Straight Alliance the homosexual lifestyle is "dangerous" and writing a lengthy position paper personally attacking city employees and council members.
